Is it too cool for shorts?

In New York City the weather has been so up and down. Yesterday it literally went from blazing muggy heat to pouring rain about four times in less than 3 hours, ugh! This week we're said to have temperatures reaching 80F so I am definitely breaking out the shorts while the weather's permitting!
